No, but I just read it. The same guy is quoted in the Civil Engineering article from 2003.

Basically, this has been predicted for a very long time, since the 1960's, and nothings been planned for. Disaster planning happens at the local level, the locals have known for a very long time that this is a possibility.

They are fighting a losing battle with Mother Nature and the mighty Mississippi who wants to move to new digs. I feel very sorry for them and all the suffering that they are going through, the loss of life and property, and will be doing what I can do from here.

I am sorry to say this but I do blame Bush for not taken the enough warrning. I know you stand by him & I respect that.

For all the disaster planning, computer modeling, analysis people did, they forgot one crucial detail:

Levees can fail.

I don't blame Bush or this administration for the failure of the levees. Events there were set in motion long before he came in office.

What kills me is the lack of coordinated response between all the agencies, the lack of leadership displayed by any one entity which could bring all the groups together.
